The Civil Defence and Ambulance Authority of Oman (CDAA) is a government agency in the Sultanate of Oman[1] responsible for civil defense, emergency response, and ambulance services.[2][3] It was formerly known as the Public Authority for Civil Defence and Ambulance (PACDA) until 2021.[4]
History and Establishment
The civil defense system in Oman originated in April 1972 with establishment of the first firefighting unit in Muscat under the Royal Oman Police (ROP).[5] Initially focused on firefighting, the unit expanded over time to include additional emergency response functions. In April 2004, ambulance services were introduced to extend emergency medical response.[6]
The Civil Defence and Ambulance Authority (CDAA) was formally established as an independent entity through Royal Decree No. 3/2013, which merged the General Directorate of Civil Defence with the ROP’s Ambulance Division.[7] In 2021, Royal Decree No. 39/2021 renamed the organization from the Public Authority for Civil Defence and Ambulance to the Civil Defence and Ambulance Authority.[8]
